Variance between 2011-12 and 2012-13:

The increase in Travel Non-Public Servants is due to a coding change; in 2011-12 the travel costs for contractors were coded as contracting fees.

The reduction to conference fees in 2012-2013 is primarily due to the identification of conference fees versus training costs and a subsequent correction to the coding.
